CONSULTANCY SERVICES
The Federal Government has received financing from the World Bank toward the cost of the Adolescent Girls Initiative for Learning and Empowerment (AGILE) project and intended to apply part of the proceeds for consultancy services for the engagement of consultant to implement climate change waste to health and adaptation activities
The objective of engaging a focal Non-Governmental Organisation (NGO) is becomes necessary for the implementation of climate change and adaptation activities under the Kebbi AGILE project to ensure Sensitization, Social Mobilization, Group Formation, Capacity Building, and Impact Evaluation (IE) Interventions in the communities within the project areas, communities and schools. Kebbi AGILE has a Climate Adaptation program which has been approved by the World Bank for implementation across the AGILE benefiting schools. The Climate Action program is known as GRETAP – Green Transformation Project. The program has commenced the Climate Change project across thirty (30) pilot schools. The project has also instituted eco-clubs in each of the participating schools and trees have been planted in all the schools. The sustainability plan for the GRETAP project is to support teachers to adopt curriculum into schools. This involves having an in-house teacher who domiciled in the school chair the eco-club and understudy the volunteer for the period of one year and afterwards takeover. This will ensure that long after the project is completed and transferred, the eco-clubs will continue to thrive and be implemented across schools in Kebbi State. The Focal NGO which may be a joint venture of more than one firm for more effectiveness and timely delivery of this assignment and must have presence in Kebbi State is needed to enshrine the eco-clubs and climate adaptation measures, build capacity of student, teachers and community members to mitigate and adapt to the impacts of climate change.
Scope of assignment
The scope of this assignment shall include, but is not limited to the following tasks:
i. During the first month following signing of the agreement, the NGO shall prepare an Annual Activities Plan for the year which will be reviewed by SPIU, and implementation of the approved plan. Subsequent plans shall be prepared annually by the NGO.
ii. Undertake various awareness meetings/seminars/workshops/street plays in relation to climate adaptation, sustainable environmental practices and public awareness.
iii. The NGO shall support all the environmental and social development activities under this Project in all the benefiting communities and schools of the State.
iv. Act as a liaison/facilitating agency with residents/stakeholders
v. Organize community level meetings with SBMCs, stakeholder/Interest groups on periodic intervals.
vi. Submission of Monthly Progress Report indicating all the details of the activities carried out during the month.
vii. Attending meetings organized by the SPIU to review the work done.
viii. Submission of a document by the end of the year pertaining to all GRETAP and environmental & social development activities implemented in their area during the last 12 months and its impact drawn through surveys at the end of each year.
ix. Establish Environmental Conservation clubs in schools and implement action-oriented environmental practices by students and teachers. One thematic area would be to help the students participate in tree planting programs and proper waste disposal & management/Waste to wealth entrepreneurship programs.
x. Carrying out other community mobilization activities as required by the Kebbi AGILE SPIU Team or that are advocated by the community themselves once they are engaged.
xi. Conduct trainings as may be required for the participating schools, communities / SBMCs, develop climate adaptation training materials in collaboration with the Safeguards Team.
The Kebbi AGILE State Project Implementation Unit (SPIU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Method of submission of EoI:
(i) The NGO should be a Kebbi state registered non-profit and community-oriented organization.
(ii) Demonstrate climate adaptation activities in any of the States of Nigeria. NGO that has previously worked in the state will be an added advantage
(iii) The firm is expected to have over the last 5 years undertaken at least two successful assignments similar in scope and budget.
(iv) Have been functional for at least five years in areas of Climate Change, Water Sanitation and Hygiene (WASH), environment, Natural resource Management, Livelihoods.
(v) Provide a team comprising of the following expertise:
1. Team Lead
The team leader should have a Master’s degree/First degree in Environmental Sciences/Climate Studies/Social Sciences with a minimum of 10 years post qualification experience in Climate Change and Environmental management with long track record of providing/managing advisory service assignment on donor funded projects in developing countries especially in Nigeria is an advantage, Experience in managing donor funded projects in more than one country would be an advantage.
Qualification – bachelor’s or master’s degree in environmental sciences/Climate Studies/Sociology/Social Sciences or related field with 10+ years of experience.
2. Community Mobilization and Communication Expert
Community Development, Sociology, or related field with 10+ years of experience in community development.
Qualification – Bachelor’s or Master’s degree in Community Development, Sociology, or related field with 10+ years of experience in community development.
3. Water Sanitation and Hygiene Officer
Bachelors or Master’s degree in Engineering/Water Resources, or related field with 5+ years of experience in water, sanitation and hygiene sector.
4. Gender and Inclusion Specialist
Bachelors or Master’s degree in Gender Studies, Sociology, or related field 10+ years of experience in gender and inclusion.
Qualification – Bachelor’s or Master’s degree in Gender Studies, Sociology, or related field with 10+ years of experience in gender and inclusion.
(vi) The Consultancy Firm must have available the necessary human resources and equipment, in sufficient numbers and with appropriate qualifications, to provide the services outlined in the preceding paragraphs.
(vii) Copies of unabridged financial reports for the last three (3) years
(viii) Proven experience of local presence in the project areas;
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 5th edition September 2023 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations for IPF Borrowers dated July 2016 and Revised November 2017 available on WWW.worldbank.org
